The Belem Mission Assessment Letter, an official diplomatic correspondence detailing the handover process from COP30 Belem to COP31 Antalya, was published on 1 January 2026.

Full Text of the Belem Mission Assessment Letter:

“At COP 30 held in Belém, the Parties came together to resolutely transition into a new era focused on implementation. The Belém 1.5 Mission was designed within the framework of the Global Mutirão Decision, adopted to enable the ambition and implementation of Nationally Determined Contributions (NDCs) and National Adaptation Plans (NAPs), addressing issues of accelerating implementation, international cooperation, and investment.

The Parties have entrusted the task of steering the Belém 1.5 Mission process to the COP 31, COP 30, and COP 29 Presidencies, and we — Türkiye, Australia, Brazil, and Azerbaijan — are working in close cooperation to fulfill this mandate.

The Belém 1.5 Mission will comprise a series of events and activities throughout 2026 focused on identifying key opportunities that will enable and accelerate the ambition and implementation of NDCs and NAPs, as well as addressing ways to strengthen international cooperation and investments for these climate plans.

We invite all Parties and other actors to contribute their knowledge, views, and expertise to support this initiative. The Mission will be shaped through submissions, consultations, and exchanges with Parties, industry, financial actors, civil society, academia, and all relevant stakeholders.

We will actively engage with all stakeholders throughout 2026; organizing meetings to collectively shape the Belém 1.5 Mission, including at key international gatherings, ensuring inclusive and transparent consultations.

The Belém 1.5 Mission will culminate in a report to be published ahead of COP 31, outlining key opportunities, barriers, and actionable solutions to make the 1.5°C goal accessible and to strengthen adaptation and resilience in a changing world. The report will focus on high-impact action areas and solutions supported by the best available scientific knowledge and evidence. The primary target audience for the report is decision-makers across the climate change ecosystem, including policymakers, business leaders, technology innovators, and investors.”
